Senator Larkin has recently introduced a bill in the New York State Senate. Senate Bill 7038-A provides that a percent of money from horse race wagering will go to support equine research, horse trail development, and racehorse retirement. This is a first in the nation!
Senator Larkin needs your support.
Please use the letter below to show your support or, better yet, write one of your own.
Here is a bit of detail on the bill:
Senate Bill 7038-A – Sponsored by Senator Larkin, Chairman, Racing, Gaming and Wagering Committee
Provides for the first time that 1% of simulcasting or out of state wagering monies shall go the New York state thoroughbred breeding and development fund or the agriculture and New York state horse breeding development fund (the Standardbred fund) to support their activities.
Increases amounts from tickets not cashed that goes to these funds from 5% to 15%.
For the first time, funded activities will not be limited to Thoroughbreds or Standardbreds. The proposed legislation applies to all equines. If the bill passes all horses in New York will benefit.
For the first time, the Thoroughbred and Standardbred funds shall spend up to four percent of their funds in support of each of these purpose:

1. educational programs that support, advise, or provide planning services to the equine industry;

2. equine research programs or equine drug detection and monitoring programs;

3. construction and development of trails for the riding of horses or other equidae and for the development, operation, or funding of programs to support retired racehorses.
Additionally, the Standardbred section provides for up to four percent of funds to be used for:

1. support and maintenance of The Harness Racing Museum and Hall of Fame and/or Goshen Historic Track in Goshen, New York;

2. harness race purses involving exclusively horses bred and foaled in New York.

5. Tell him you support the bill.

6. Ask him to please vote yes on this bill.

Time is of the essence; please do this as soon as possible! Today or tomorrow would be best.
